INVESTIGATIVE REPORT

DELAWARE COUNTY, Ohio — For 14 long years, the Delaware County Clerk of Courts said nothing.
During the 11 years I spent inside an Ohio state prison, the Clerk Office held full statutory authority under Ohio law to deduct legitimate court costs from my institutional account. They took zero. They sent zero notices. Total administrative silence.
Then, three years after my release, Delaware County surfaced with an aggressive automated demand: 14,636.04 dollars under Case No. 12 CR I 02 0063.
My investigation into their accounting records unraveled a systematic scheme to pad court debt with unauthorized expenses.
1. Ledger Contradictions
In official email correspondence, court representatives claimed zero payments were ever made on my case. Yet page one of their own financial ledger clearly records a 74.27 dollar payment. They are enforcing automated collections without auditing their own records.
2. The Core Legal Violation Illegal Prosecutor Fees
Buried in the total is 8,037.52 dollars in private prosecutor hotel bills and travel expenses. Under Ohio law, prosecutor travel expenses are executive operating overhead not statutory court costs taxable against a defendant. Bundling private lodging into court costs is illegal.
3. Uncertified Paperwork
The itemized bill sent to me was uncertified. It lacks an official Clerk seal, a court signature, or a file-stamped entry showing it is part of the permanent record. It is an unverified computer printout meant to force payment without scrutiny.
Back during my original 2012 trial, judges openly questioned prosecutors on the record regarding these unverified figures. My trial was a closed-off proceeding where cameras were barred. While the original prosecutors are long gone, current administrative staff are enforcing their legacy of bad record keeping.
I am demanding a full administrative audit of Case No. 12 CR I 02 0063.
